Yes, Singapore does have very fine shopping centres, but I am not sure if they are the best because I have never been to all the best shopping centres around the world to compare hehehe
when I hear Singapore... I will immediately think of cleanliness.

I start to think that I wish WE fined people for spitting (eww, nasty) and littering.
I think of:
the umbrella I got from Borders for spending 50 bucks
Orchard Street
delicious samosas
people putting their gum away as the plane touched down 
Mustafa Centre (I love it, I don't care what anybody says )
Sentosa and riding the train
The place that looks like Easter Island
nicely manicured public lawns
awesome food

spent 8 years of my life in there so it's practically my 2nd home apart from Indonesia. I always go back once in a year. When I think of Singapore, I think of all the wonderful food I miss so much
