I need about 14 high school students from Spain to correspond with some of my high school students ranging in age from 15 - 17.

why don't you let the students look at the site, and choose their own penpals. And then they can make the friendships themself, that is probably the best idea.
And also, there is this: (they can choose the age, gender, or country)
