Sen. John McCain (R-AZ) has spent a majority of his presidential campaign trying to convince voters that he is the most qualified to tackle foreign policy issues:

I would believe that my knowledge and experience and background clearly indicates that if the phone rang in the White House and I was the one to answer it, I would be the one to best address a national security crisis. [3/3/08]

I have the most experience of any presidential candidate when it comes to foreign policy and advancing our national and economic security priorities around the globe. [1/29/08]

Of course, McCain’s supposed prescient understanding of foreign policy has been proven faulty over and over. Today, as the Washington Post’s Cameron Barr and Michael Shear report, McCain further undermined his claim to be the best qualified on matters of foreign policy, when he repeated a mistaken claim that Iran was training al Qaeda fighters:

Speaking to reporters in Amman, the Jordanian capital, McCain said he and two Senate colleagues traveling with him continue to be concerned about Iranian operatives “taking al-Qaeda into Iran, training them and sending them back.”

Pressed to elaborate, McCain said it was “common knowledge and has been reported in the media that al-Qaeda is going back into Iran and receiving training and are coming back into Iraq from Iran, that’s well known. And it’s unfortunate.” A few moments later, Sen. Joseph Lieberman, standing just behind McCain, stepped forward and whispered in the presidential candidate’s ear. McCain then said: “I’m sorry, the Iranians are training extremists, not al-Qaeda.”

The “common knowledge” McCain cites is simply false. Far from working together, Iran and al Qaeda represent opposing sides in the Iraq civil war. Al Qaeda is a Sunni Muslim extremist group, while Iran is ruled by Shiites, where they make up 90 percent of the population.

McCain, the so-called foreign policy expert, is confusing reports that Iran was aiding Shiite insurgents in Iraq — one of the groups that virulently opposes al Qaeda. Even some aspects of those reports have been disputed.

Considering he had to correct McCain himself, does Lieberman still insist that McCain is “almost always right on the big issues in foreign policy”?

American Civics 101. Every 4 years there is a presidential election regardless of how well-liked a president is. Same with a disliked American president. No USA President can serve more than 2 terms. Bill Clinton cannot be president again. Same with George W. Bush when he finishes his term. The first George Bush can in fact be president again if he ran and was elected because he only served one term as president and is allowed another. The same with former president Jimmy Carter. Ronald Reagan, if alive, could never be presidnet again because he served the maximum of 2 terms.

The US does not have a parlimentary form of government.

I went and double checked. The Amendment reads two terms, period. Doesn't say consecutive, or anything else, timewise.

Exactly, Washington set the precedent of only two terms when he refused to accept a third term and it was the unofficial policy until FDR who was elected to 4 terms. After that, the 2 term limit became law.

The only exception is if a VP inherits a term. I think that if he serves less than 2 years of another President's term, then he/she is still eligible for 2 full terms. If he serves more than 2 years, then is he limited to only one full term of his own. So technically the longest possible tenure in office could be 10 years. Americans seem to like the system as a check and balance.

For anyone who is interested, and there seems to be some who are, it was decided in either the late 1960's or early seventies, that the situation regarding the the President and VP needed some attention. Partly because of the situation with FDR and JFK. Some were uncomfortable with the situation of maybe another highly popular president being repeatedly re-elected and also that after his death early in his fourth term and Truman became president, there was no VP for almost a full term. Again, after LBJ took over for JFK, no VP. In history, there had been several occasions where there was no VP because of death of either the President or the VP. Therefore, the change was made. It was not long before it came in handy with Agnew resigning as VP and Nixon appointing Ford. Of course Nixon resigned and Ford became Pres. and appointed Nelson Rockefeller VP. It would have been a big time problem if Nixon had resigned without having been able to replace Agnew so the new amendment proved prophetic.

In her speech last week, Mrs Clinton said: "I remember landing under sniper fire. There was supposed to be some kind of a greeting ceremony at the airport, but instead we just ran with our heads down to get into the vehicles to get to our base."
