I have no idea about Murtassin, but I know that Murtazin is a Tatar surname. The Tatars are one of many ethnicities living in Russian Federation.

It may be russian surname.
But we have so many nasionalities here, ussually russian surnames ends on ...ov for ex Smirnov, Sodorov, Ivanov, but that no mean that others are or arent russian ).

I know the name Murtaz... So probably the surname Murtazin exists too ("Murtassin" - perhaps 'cause russians distort their surnames quite often, especially the emigrants (Volkov - Volkoff etc))
But this name might appear in Northern Caucasus too, so check Dagestan out...
I know one abkhazian with the name Murtaz, but tis already Georgia..
